Notepad++ v7.8 released

This version takes time to be released due to the incident (announce 1 and announce 2) in July, then since I was working on building a new site for being able to distribute the next release.

There are a lot of change in this release, so there would be more bugs or regressions in this release. If you find any regression or critical bug, please report here: https://community.notepad-plus-plus.org/topic/18356/notepad-7-8-release
